The Washington State Penitentiary was an island prison located in the middle of the lake between Seattle and Tacoma.


After the war, the island was completely abandoned for a long time, due to its isolation from the rest of the wasteland. Seeing opportunity, a band of slavers took over the island in 2273, and named it Steam City, after the large old fashioned steamboat docked there. They went on to become the Monroe Exchange, the most powerful slave trading ring in the region.
