The Monroe Exchange is a well-organized slaver group that had set up at the Washington State Penitentiary in 2278. They are the number one buyer and seller of slaves in Washington.


The Monroe Exchange was founded sometimes in the early 2270s, by James Monroe. For years, they sat on their island, growing and trading. By 2289, they had become the sole slavers in the area, having already pushed out any competition. However, by this point, they were in a decline. The people of the wastes were well aware of their presence, and some even went so far as to outright attack them. Later the same year, James Monroe was killed by an unknown assailant, and the Exchange collapsed.
